Software tenders in Switzerland

Public software tenders in Switzerland, with current deadlines and full sources. Titles and summaries are translated into English. The official notices are published in German or French, and each detail page links to them on simap.ch.

Overview

Software tenders cover software packages and information systems: standard software and licences, specialist applications for public administrations, ERP and HR systems, clinical and laboratory IT, geographic information systems and library software. A tender here is rarely for the product alone. Buyers usually ask for the whole package of licences, implementation, data migration, training and a maintenance contract over several years.

Context

Typical buyers are cantonal IT offices replacing their specialist applications, hospitals with clinical and administrative systems, towns and municipalities with e-government projects, and universities with campus and research applications. For large platform projects, buyers often choose the selective procedure with a prequalification round; standard purchases mostly go through the open procedure.

What matters

Two points need particular care in software tenders. The first is the specification. Procurement law requires product-neutral requirements, so any product name has to carry the words "or equivalent". If you offer an equivalent product, show that it is equivalent rather than just saying so. The second is the boundary with CPV division 72. Many projects mix licences and services, and not every buyer picks the CPV code the same way, so watching only one of the two divisions means missing relevant procedures.

With Sealio

Use the questions round to settle licence metrics, volumes and the operating model before you price anything. Sealio extracts requirements and award criteria from the documents, watches the deadlines and alerts you when a new software tender appears in your target market. For the go or no-go decision, turn the documents into a working list early: mandatory requirements, interfaces, data migration, the buyer's own role and the evidence you must supply. A functional fit is not enough. The offer has to show how implementation and operation will work under the stated conditions, and the answers from the questions round belong in the same check as the original documents. Match every requirement to an answer, a piece of evidence or an open question, and note which parts of the implementation the buyer expects to do itself. That way a detail buried in the specification does not surface for the first time in the final review, and your price rests on assumptions you can defend.

For your bid

Put the planned operation and support services through the same check, since they help decide whether your solution holds up in the overall model the buyer asks for. The article on tender software for Switzerland helps you choose the right tool for analysis and response.
