Overview

Business services tenders cover CPV division 79: management and organisational consulting, audit and accounting, legal advice, market and opinion research, advertising and communication, translation and interpreting, staff leasing and recruitment, printing and mailing, security guarding, and event organisation. Buyers are federal offices, cantons, towns and municipalities, hospitals, universities and public companies. They tender mandates for a single project as well as framework agreements over several years, sometimes with several suppliers per lot.

Context

Above the thresholds the work is tendered openly or selectively, below them by invitation. The basis is a specification that describes the goals, the services and the buyer's own contribution. Offers are usually priced with hourly rates per role, with a cost ceiling or as a lump sum. For framework agreements, an estimated volume serves as the basis for evaluation, with no purchase guarantee. At federal level, many of these purchases are handled centrally by the Federal Office for Buildings and Logistics (BBL); cantons and towns usually tender through the relevant department.

What matters

Services are often judged more on quality than on price: references for comparable mandates, the qualifications and experience of the proposed people with their CVs, understanding of the task and the approach, sometimes with a presentation on top. Depending on the service, the documents ask for specific evidence, such as approval by the Federal Audit Oversight Authority for audit mandates, a licence under the Recruitment Act for staff leasing, or proof of training for security staff. Check early that the people you propose are available for the whole contract term, and how a change of staff is handled.
