Modernization of the Unified State Information and Communication System “State Register of Property Damaged and Destroyed as a Result of Hostilities, Terrorist Acts and Sabotage Caused by the Armed Aggression of the Russian Federation against Ukraine
East Europe Foundation is commissioning an upgrade of Ukraine’s damaged-property register at the Ministry’s request, expanding its ability to manage information on damaged and destroyed property.
- Deliverables
- Upgrade business processes, data models, directories, reports, extracts, integrations and APIs, with added validation and automation.
- Contract
- Proposals in UAH excluding VAT must also state a USD equivalent; payment is only in UAH.
- Eligibility
- Submit Ukrainian-language documents; prove comparable completed projects from the last three years, team qualifications and secure development resources.
- Award
- Scoring: comparable experience 35%, team 25%, equipment 10%, delivery time 10%, price 20%.
- Watch out
- All contract communications and warranty support must be in Ukrainian; development, testing and data hosting must meet specified Ukraine-based security conditions.

The International Charitable Organization “East Europe Foundation,” under the Swiss-Ukrainian program “E-Governance for Accountability and Participation” (EGAP) and at the request of the Ministry for Restoration, Infrastructure and Transport of Ukraine, invites contractors to provide modernization services for the Unified State Information and Communication System “State Register of Property Damaged and Destroyed as a Result of Hostilities, Terrorist Acts and Sabotage Caused by the Armed Aggression of the Russian Federation against Ukraine” (hereinafter – modernization of the RPDD ICS). The purpose of modernizing the RPDD ICS is to expand the Register’s functionality to support the collection, accumulation, recording, processing, exchange, storage, and protection of information on damaged and destroyed property.
