Kanton Luzern is procuring a modular Smart Prison solution for the Grosshof and Wauwilermoos prisons, to provide integrated digital services across both facilities.
- Deliverables
- Provide and integrate end devices, applications, CMS, MDM, backend and interfaces, with testing, training and documentation.
- Contract
- Separate works, licence and operating contracts; fixed-price project, annual operating fee, with up to three optional operating years.
- Eligibility
- Direct-contact staff must have German at CEFR B2; bidders must score at least 50% on ZK2.
- Award
- Price and project-specific criteria each weigh 30%, references and offer quality 30%, presentation 10%.
- Watch out
- Offers remain binding for three months; delay penalties reach 1‰ per day, capped at 10% of contract remuneration.
