Mit dem Neubau des Naturhistorischen Museums Basel (NMB) und des Staatsarchivs Basel-Stadt (StABS) entsteht am Standort St. Johann ein gemeinsamer Museums- und Archivstandort von kantonaler Bedeutung. Mit der Gebäudeübernahme beginnt für die beiden Nutzerorganisationen eine mehrjährige Phase der Betriebsaufnahme. Parallel dazu erfolgen die nutzerseitigen Projektabschlussarbeiten des Bauprojekts, die Inbetriebnahme der betrieblichen Organisationen, der Sammlungs- und Archivumzug, der Aufbau der Ausstellungen sowie die Begleitung der Gewährleistungsphase. Während dieser Projektphase arbeiten zahlreiche interne und externe Projektbeteiligte gleichzeitig am Projekt. Die verschiedenen Teilprojekte verfügen über eigene Verantwortlichkeiten, weisen jedoch vielfältige organisatorische, technische und logistische Abhängigkeiten auf. Zur Unterstützung der Nutzerorganisationen wird deshalb eine externe Prozesskoordinationsstelle eingesetzt, welche die projektübergreifende Koordination der nutzerseitigen Projektabschlussarbeiten, des Mängelmanagements und der Betriebsaufnahme unterstützt.
