Basel-Stadt’s Department of Economic Affairs, Social Affairs and Environment is commissioning a 24/7 supported residential service after identifying that people with minimal housing skills need more than temporary accommodation or independent living. The service will provide a stable home and tailored support in a 36-apartment building.
- Deliverables
- Develop an implementation concept; operate and maintain furnished apartments, manage occupancy and resident housing-cost collection.
- Contract
- Annual cost ceiling: CHF 761'305 excluding VAT; two one-year extension options.
- Eligibility
- Provide one comparable operating reference from the last 5 years, covering at least 1 operating year and 10 people annually.
- Award
- Award weighting: contract analysis 40%, reference quality 40%, price 20%; analysis requires at least grade 3.
- Watch out
- A CHF 10'000 contractual penalty applies to unremedied pay-equity violations or breaches of cooperation duties.

Ausarbeitung eines detaillierten Umsetzungskonzepts und Betrieb des niederschwelligen, stationären Wohnangebots "Housing First Plus" in einer Liegenschaft mit 36 Wohnungen. Zielgruppe sind Personen mit psychischen oder gesundheitlichen Beeinträchtigungen ohne resp. mit minimaler Wohnkompetenz, weshalb selbstständiges Wohnen ohne entsprechendes Setting nicht realistisch ist oder für welche kurzfristig gedachte Unterkünfte nicht die richtige Aufenthaltsform darstellen. Begleitung und Aufsicht 24 Stunden 7 Tage in der Woche durch qualifiziertes Personal. Der Betrieb umfasst den Unterhalt des ganzen Gebäudes, (insbes. der möblierten und voll ausgestatteten Wohnungen), Organisation der Anmeldung, des Ein-und Auszugs, das Vertragsmanagement mit den Bewohnenden inkl. Einholen der Wohnkosten (Sozialhilfe/IV/EL und AWB).
