- Fees are based on actual effort; the submitted offer caps costs across all phases, with phased commissioning.

- Offers and subsequent contract management must be in German.
- Award
- Competence and presentation each weigh 30%, task approach and fee each 20%; presentation before the panel.
- Watch out
- The winner must observe a 10% contractual penalty for integrity breaches, minimum CHF 3,000 per breach.
