DIB - Wasserversorgung (WVZ) is procuring legal support for AQUANOVO, a renewal project prompted by ageing waterworks infrastructure and filtration technology that will not meet future requirements, to secure resilient drinking-water supply.
- Deliverables
- Legal advice, document drafting and review, negotiation support and proceedings assistance, including optional appeals litigation.
- Contract
- Needs-based framework contracts; one supplier for lot 1, two for lot 2; uniform hourly rate; caps of 1,000 and 1250 hours.
- Eligibility
- Lot 1: two references per field, recent within five years; all key staff need German C2; Swiss bar admission required in mandate leadership.
- Award
- Price 30%, key-personnel qualifications 50%, and project organisation and risk analysis 20%, assessed separately per lot.
- Watch out
- Key personnel are contractually binding; no minimum work volume; standard-rate delay penalty is 1‰ daily, capped at 10% of fees.

Gegenstand dieser Ausschreibung ist die Beschaffung von juristischer Unterstützung für die WVZ im Projekt AQUANOVO. Die juristische Unterstützung wird in zwei fachlich verschiedenen Losen ausgeschrieben und über Rahmenverträge mit ausgewählten Auftragnehmerinnen beschafft. Die Rahmenverträge werden für die gesamte Projektdauer abgeschlossen. Die Leistungen umfassen insbesondere Rechtsberatung, Prüfung und Ausarbeitung von Dokumenten, Begleitung von Verhandlungen und Vereinbarungen (verwaltungsintern und verwaltungsextern), Unterstützung in verwaltungsinternen oder externen Verfahren, Beratung bei Rechtsstreitigkeiten sowie bei Bedarf Prozessführung im Rahmen von Rechtsmittelverfahren.
