Management of a health insurance portfolio for asylum seekers

The Direction générale de la cohésion sociale - DGCS is procuring brokerage to manage mandatory LAMal health insurance for asylum seekers assigned to Vaud, centralising coverage and administration.
- Deliverables
- Manage a portfolio covering 11'000 insured people, 280'000 medical invoices and 65'000 translation invoices annually.
- Contract
- Annual flat fee, including the bidder-funded IT solution; unit transaction tariffs are also required.
- Eligibility
- Pass all binary suitability checks, including comparable references completed within five years and professional, organisational and financial capacity.
- Award
- Price 30%, execution organisation 30%, technical quality 20%, candidate organisation 10%, references 10%.
- Watch out
- A CHF 50'000 contractual penalty applies for each broker breach of the obligations in article 20.
