ETH Zürich is buying consulting and implementation support for phase 1 of its Minerva programme, responding to regulatory demands, market complexity and cost pressure while modernising procurement.
- Deliverables
- Develop target states and support implementation across four workstreams, including joint project leadership.
- Contract
- Phase 1 is priced by binding daily rates; phases 2-4 are optional, estimated at CHF 450'000.- to CHF 550'000.- externally.
- Eligibility
- Provide two comparable references, including one related to procurement, and average annual revenue of at least CHF 2’500’000.
- Award
- Price weighs 20%; the five top-ranked bidders in the written evaluation present, with the presentation worth 20%.
- Watch out
- Daily rates are binding throughout; expenses and travel time are not reimbursed, and ETH Zürich owns all work products.

Gegenstand dieser Ausschreibung ist die Vergabe einer Beratungs- und Unterstützungsleistung für das Programm «Minerva – Beschaffungsoptimierung der ETH» (Phase 1). Ziel ist die nachhaltige Professionalisierung und Digitalisierung des Beschaffungswesens der ETH Zürich entlang der vier Workstreams Target Operating Model, Prozesse, Strategie & Inhalt sowie Systeme. Die Leistung umfasst die Konzeption, Erarbeitung der Zielzustände und Umsetzungsbegleitung in den genannten Workstreams, einschliesslich einer Co-Projektleitung gemeinsam mit der ETH Zürich. Die eigentliche Ausschreibung und Vergabe des eProcurement-Tools erfolgt als eigenständiges, separates Verfahren. Für die Phasen 2–4 besteht eine Option gemäss Ausschreibungsunterlagen.
