Das Projekt sieht die Verminderung der vorhandenen Leistungsengpässe im Bereich der Verzweigung Brüttisellen bis zur Verzweigung Zürich-Ost und die Verbesserung des Verkehrsflusses vor. Dazu sind die Einrichtung einer permanenten Pannenstreifenumnutzung (PUN) und diverse bauliche Massnahmen an Trassee und Kunstbauten vorgesehen. Weitere Projektbestandteile bilden die Lärmsanierung (Neubau 5 LSW, Ersatzneubau 1 LSW) sowie die Strassenabwasserbehandlung (Neubau 2 SABA). Gegenstand der vorliegenden Ausschreibung ist die Vergabe des Bauherrenlabors (BHL) für das Baupaket 2 (Hauptarbeiten Baumeister) in der Phase Realisierung sowie Inbetriebnahme/Abschluss. Dieses umfasst insbesondere Anpassungen am Trassee, den Neubau von Signalportalfundamenten, mehrere Lärmschutzwände, die beiden SABA Wallisellen und Brüttisellen, diverse Kunstbauten (Brücke Altbach, Überführungen, Durchlass Brandbach) sowie drei Stützmauern. Das Bauherrenlabor führt im Auftrag des Bauherrn die zugehörigen Labor- und Materialprüfungen durch und erstellt die entsprechenden Prüfberichte, mit dem Ziel, die Eigenprüfungen des Unternehmers baubegleitend zu verifizieren. Der Zuschlagsempfänger der vorliegenden Ausschreibung darf nicht Prüflabor/Subunternehmer des beauftragten Unter-/Auftragnehmers Bau HA BP2 sein respektive werden (vgl. Ziff. 5 «Sonstige Angaben»).
