Die Infrastruktur wie Server, Speicher, Notebooks und Netzwerkkomponenten der Office-IT sind End of Life und müssen ersetzt werden (Erneuerung der Office-IT). Das Betriebsmodell soll von einem auftragsbasierten Outtasking in ein Service-Modell mit monatlichen Servicekosten und klarem SLA überführt werden. Es steht den Anbietern frei die Variante 1 «On-Premises», Variante 2 «private Cloud» oder Varianten zu offerieren.
