Kanton St.Gallen is replacing long-standing systems and processes with a SaaS solution for scholarship and student-loan applications, covering submission, casework and calculation.
- Deliverables
- Design, configure and launch the portal and case solution, implement interfaces, train users, and provide support and maintenance.
- Contract
- One SaaS contract: five-year operation, with an optional three-year extension and optional additional interfaces.
- Eligibility
- Bidders must be general contractors, provide two comparable references, and ensure German-language service with C1-level key staff.
- Award
- Price carries 30%; functional requirements 30%, technical requirements 15%, and presentation 10%.
- Watch out
- Offers remain binding for three months; confidentiality and data-protection breaches can incur penalties up to CHF 50'000 per case.

Mit der vorliegenden Ausschreibung im offenen Verfahren im vom Staatsvertrag erfassten Bereich sucht das Bildungsdepartement des Kantons St.Gallen das vorteilhafteste Angebot. Gegenstand der vorliegenden Ausschreibung ist eine Fachlösung für Stipendien- und Studiendarlehensgesuche (inkl. Portalfunktion) sowie die damit verbundene Erbringung von Leistungen im Zusammenhang mit Konzeption, Bereitstellung, Inbetriebnahme und Einführung einer Fachlösung (inkl. Portal). Die Anbieterin stellt die Fachlösung als Software-as-a-Service (SaaS) über eine Mindestlaufzeit von 5 Jahren zur Verfügung. Die Laufzeit kann durch die Leistungsbezügerin einmal um 3 Jahre (= insgesamt 8 Jahre) verlängert werden.
