- Deliverables
- Provide, configure, operate and maintain the platform for more than 3 000 users.
- Contract
- Maximum CHF 800'000 TTC for 48 months, including priced RAG option; two optional one-year extensions.
- Eligibility
- Requires quality or information-security certification, two comparable completed projects in the last three years, and organisational capacity.
- Award
- Quality 65%, price 25%, technical evolution and AI vision 10%; essential functions require a technical demonstration.
- Watch out
- Swiss processing and storage are required; penalties for breaches of secrecy or data-protection duties can reach CHF 50'000 per infraction.

Le présent marché public a pour objet l’acquisition d’une plateforme d’assistant (IA) destinée à l’ensemble du personnel de l’ État de Neuchâtel. Il s’agit d’un marché de services comprenant la fourniture, le paramétrage, l’exploitation et la maintenance d’un assistant conversationnel sécurisé. Le marché couvre l’accès pour plus de 3 000 utilisatrices et utilisateurs, les fonctionnalités de base (génération, reformulation, correction, synthèse, adaptation de textes, traduction, transcription) et, de manière optionnelle, la mise en place de systèmes RAG et d’agents IA.
