Regionalverkehr Bern-Solothurn AG is replacing fragmented parking management with a digital service to manage public P+Rail and staff parking, enforce rules and collect fees.
- Deliverables
- Provide a SaaS solution for public on- and off-street P+Rail sites and over 200 staff spaces, including controls and collections.
- Eligibility
- Submit at least 3 comparable Swiss projects from the last 5 years, with references and contacts; accept the draft contract and DVS terms.
- Award
- Scoring: functionality 30%, operating costs 20%, control and collections 20%; service, future readiness and training 10% each.
- Watch out
- Offers remain binding for three months; delay penalties are 1‰ per day, capped at 10% of the relevant remuneration.

Der RBS beschafft eine moderne, digitale Gesamtlösung zur Bewirtschaftung seiner öffentlichen P+Rail-Parkplätze (On- und Off-Street) sowie der über 200 Mitarbeitendenparkplätze. Die Lösung muss eine effiziente, kundenfreundliche und wirtschaftliche Verwaltung aller Parkierungsflächen ermöglichen. Zusätzlich muss die zu beschaffende Lösung auch eine integrierte oder angebundene Lösung für die Kontrolle der Parkplätze und die Durchsetzung der Parkierungsregelungen umfassen. Die Anbieter sind frei in der Wahl der eingesetzten Kontrolltechnologie und können geeignete Konzepte und Verfahren vorschlagen. Die vorgeschlagene Lösung muss den gesetzlichen Rahmenbedingungen entsprechen und eine effiziente, wirtschaftliche sowie kundenfreundliche Kontrolle der Parkierungsberechtigungen und Parkgebühren ermöglichen. Dabei sind auch Prozesse für die Nachbearbeitung von Verstössen, das Inkasso von Nachforderungen sowie aussagekräftige Auswertungs- und Reportingmöglichkeiten vorzusehen.
