Im Rahmen der Umsetzung des Energierichtplans der Stadt Bern plant Energie Wasser Bern (ewb) als Teil des Projektvorhabens «Ausbau Fernwärme» (AFW) die Erschliessung der Gebiete Bümpliz Süd und Bümpliz Ost sowie des Nahwärmeverbunds (NWV) Bienzgut. Gleichzeitig werden Gas- und Trinkwasserleitungen ersetzt und es werden Elektrotrassen, Verteilkabinen, Mittelspannungs- und Niederspannungsleitungen sowie Netzanschlüsse erneuert und ausgebaut. Mit dem Bau der Fernwärmeverteilleitungen setzt Tiefbau Stadt Bern in der Frankenstrasse die GEP-Massnahme Frankenstrasse (GEP Massnahmennr. 62020) um. Die neuen Leitungen sind in der Baumgartenstrasse, Bahnhöheweg, Bümplizstrasse, Burgunderstrasse, Frankenstrasse, Lagerhausweg und Morgenstrasse zu verlegen.
