Gebäudeversicherung Bern is procuring BHU/PMO support for Sirius3, after existing training facilities for fire services, civil protection and cantonal police reached end of life and no longer meet key needs. A shared centre aims to secure high-quality training and create investment and operating synergies.
- Deliverables
- BHU/PMO support across SIA 112 phases 3, 4 and 5, with a maximum call-off of 10'000 hours.
- Contract
- Phases are released individually; no minimum purchase is guaranteed, and offered unit rates remain binding regardless of volume.
- Eligibility
- Require CHF 5 Mio. liability cover, three years’ relevant experience, and German offers; quality certificates or described internal systems are accepted.
- Award
- Price, project analysis and core team each weigh 30%; presentation weighs 10%; at least 300/600 points for analysis and team.
- Watch out
- Key personnel changes require approval; integrity breaches trigger a penalty of 10% of contract value, minimum CHF 3 000.

Die bestehenden Aus- und Weiterbildungsinfrastrukturen der Feuerwehr, des Zivilschutzes und der Kantonspolizei haben das Ende ihrer Lebenszyklen erreicht und erfüllen die Anforderungen an die Aus- und Weiterbildungsinfrastruktur in wichtigen Bereichen nicht mehr (Stichworte Digitalisierung, Ausbildungsmethodik, Umweltauflagen etc.). Eine zeitgemässe Aus- und Weiterbildung ist in den bestehenden Infrastrukturen nicht mehr möglich, weshalb sich alle drei Partner unabhängig voneinander nach Möglichkeiten für neue Lösungen orientiert haben. Die Aus- und Weiterbildungen sollen dauerhaft und nachhaltig gesichert und auf hohem qualitativem Niveau ermöglicht werden. Da sie vergleichbare Anforderungen an die Infrastrukturen stellen und im Ereignisfall gemeinsam im Einsatz stehen, soll eine gemeinsame Aus- und Weiterbildungsinfrastruktur für die drei Partner Feuerwehr, Zivilschutz und Kantonspolizei namhafte Synergien und Kostenersparnisse bei den Investitionen und im Betrieb ermöglichen. Mit der vorliegenden Ausschreibung wird eine Bauherrenunterstützung (BHU) sowie das Projektmanagement Office (PMO) für das Projekt über die Phasen 3, 4 und 5 (gemäss SIA 112) beschafft. Die Beauftragung erfolgt phasenweise. Die Bauherrenunterstützung / das PMO unterstützt den Gesamtprojektleiter als Stabsstelle innerhalb der Projektorganisation. Sie übernimmt delegierbare Bauherrenleistungen wie Abklärungs-, Koordinations-, Kontroll- und Dokumentationsaufgaben, unterstützt und berät den Gesamtprojektleiter / die Gesamtprojektleiterin als Sparringpartner in allen projektspezifischen fachlichen Belangen und in der Projektadministration im Rahmen der vertraglichen Abmachungen.
