Steuerverwaltung Kanton Bern seeks a complete replacement for the sM-Client, used by over 150 sedex participants, to modernise exchange of sedex messages under eCH-0058.
- Deliverables
- Deliver a new application plus architecture, specifications, GUI mockup, test materials, training and documentation.
- Contract
- Initial development is a works contract; maintenance, further development and support are a service contract for 4 years, with 2 × 2-year options.

- Evaluation includes an offer presentation; price is assessed as a separate award criterion.

Der sM-Client (sedex Message Client) ist eine im Auftrag der Schweizerischen Steuerkonferenz (SSK) und des Bundesamtes für Sozialversicherungen (BSV) entwickelte Middleware-Applikation für den Austausch von sedex-Meldungen gemäss eCH-0058; die seit über 15 Jahren bei über 150 sedex-Teilnehmern der sedex-Domänen SSK und BSV im produktiven Einsatz steht. Da eine komplette Neuentwicklung dieser Applikation vorgesehen ist, wird mit der vorliegenden Ausschreibung ein Anbieter gesucht, der folgende Dienstleistungen erbringt: • Initiale Entwicklung der neuen Applikation im Rahmen eines Werkvertrags. Der Anbieter agiert im Sinne eines Generalunternehmens und trägt die Gesamtverantwortung für die Realisierung der neuen Applikation, inkl. sämtlicher Projektleistungen wie Erstellung der Detailspezifikation resp. User Stories (inkl. GUI-Mockup zur Abnahme), Lösungsarchitektur, ISDS-Grundlagen-Dokument, Testmanagement, Schulung und Dokumentation. • Weiterentwicklungs-, Wartungs- und Supportleistungen nach der Abnahme der Lösung über einen Zeitraum von 4 Jahren (+ 2 × 2 weitere Jahre als Option) im Rahmen eines Dienstleistungsvertrages, inkl. Support für die Erstinstallation. Der Anbieter hat auch sämtliche als Optionen bezeichneten Anforderungen (insbesondere die Verlängerungsoptionen für Wartung/Support) zu offerieren.
