Bern’s civil engineering, transport and urban green directorate is procuring specialist operational support for its regional public bike-share system, launched after the 2024 operator award, to coordinate, monitor and develop the system.
- Deliverables
- Provide operational coordination, advice and quality assurance; system operation remains with the overall service provider.
- Contract
- Estimated 3,850 hours including extension and at least 10% contingency; paid using an offered average hourly rate.
- Eligibility
- Submit two comparable company references from the past 10 years, covering operations or organisation, quality, monitoring and coordination.
- Award
- Evaluation weights: fee 30%, key personnel and organisation 25%, analysis 20%, sustainability 10%, presentation 15%.
- Watch out
- Offers must include two recent references for each key person; the contract disapplies the contractor’s terms and conditions.

Die Auftraggeberin geht von einem Stundenaufwand von durchschnittlich 550 Stunden pro Jahr aus. Für den Grundauftrag von drei Jahren ist somit mit 1650 Stunden zu rechnen, für die Verlängerungsoption von max. vier Jahren mit weiteren 2200 Stunden. Dies ergibt ein Stundentotal von 3850 Stunden inkl. Verlängerungsoption und min. 10% Reserve für Unvorhergesehenes (bspw. zusätzliche Aufgaben). In der Beilage 06 Aufwandschätzung sind die Stunden bis 2034 zu berücksichtigen. Auf Produkte-/Marken-/Design- oder Typenbezeichnungen wird verzichtet. Sollten ausnahmsweise solche Bezeichnungen aufgeführt sein, sind gleichwertige Alternativen zugelassen. Die Gleichwertigkeit ist durch die Anbieter*in nachzuweisen.
