Award criteria
The evaluation criteria that decide which eligible bid scores the most points.
Award criteria score a submitted bid against the other eligible bids. Unlike eligibility criteria, they do not trigger exclusion: they produce a score and a ranking instead.
Common award criteria are price, quality of approach, timeline, sustainability, and plausibility. Since the 2019 revision of the BöB and IVöB, Art. 41 no longer automatically picks the cheapest bid. It targets the most economically advantageous tender, with price complemented by appropriate quality criteria.
The tender documents set out the exact wording and weighting of each criterion. Those published criteria govern the award.
