Technical specifications define the properties that the offered service, product, or solution must meet. They appear in the specifications document and apply to the offer, whereas eligibility criteria apply to the company.
A deviation from a requirement marked as mandatory usually leads to the bid being excluded, or the affected item being disregarded, regardless of how strong the rest of the offer is.
Not every technical point is mandatory. The tender documents distinguish optional requirements or comfort features, which are often scored as award criteria rather than treated as grounds for exclusion.
