Most economically advantageous tender

The bid with the best overall score under the published award criteria, not necessarily the cheapest.

The most economically advantageous tender, referred to in Art. 41 BöB/IVöB as the "most advantageous offer," is the eligible bid that reaches the highest overall score under the published, weighted award criteria.

The term is often misread: it does not automatically mean the cheapest bid. Price stays one criterion among several, alongside quality, timeliness, sustainability, or plausibility, depending on how the contracting authority set the weighting.

For bidders, a low price alone rarely determines the outcome. The overall result across the published award criteria decides the award.
