Tender documents

The full dossier for a tender: specifications document, contract terms, criteria, forms.

Tender documents form the complete dossier a contracting authority publishes for a given contract. They typically include the specifications document, the general contract terms, the eligibility and award criteria, and the submission forms.

On SIMAP, tender documents become visible only after a bidder clicks "express interest" on the relevant publication. Review them in full before committing resources to the bid.

Contradictions can arise between documents in the same dossier, for example between the specifications document and the draft contract. Raise them in the Q&A round instead of applying a personal interpretation.
