The specifications document (Pflichtenheft in German, cahier des charges in French) sets out the required scope of work, technical requirements, and often the organizational framework for a contract. It is part of the tender documents, but it is not the full dossier.
While the full tender documents also include contract terms, criteria, and submission forms, the specifications document focuses on the "what": which service, at what quality, under which technical specifications.
Analyze the specifications document carefully before preparing a bid. Put unclear or contradictory points to the Q&A round, rather than making assumptions.
