Selective procedure

A two-stage procedure: a pre-qualification application, then a bid from the shortlisted candidates.

A selective procedure runs in two stages. Interested companies first submit a request to participate that demonstrates their eligibility. The contracting authority then shortlists a group of candidates invited to submit a full bid.

The request to participate determines access to the second stage. It must already demonstrate the bidder's relevant references, team, and capacity.

The contracting authority can cap the number of candidates invited, provided this is announced in advance and the selection follows objective criteria.
