Bidding consortium

A group of several companies that submit a single joint bid together.

A bidding consortium is a group of companies that submits one bid together, often to combine capacity, references, or expertise that one company alone could not provide.

The tender documents generally set out whether consortiums are permitted, how roles and responsibilities need to be disclosed, and whether a joint-and-several liability declaration from all members is required.

Eligibility is most often assessed for the consortium as a whole. Individual members still frequently have to disclose their own exclusion grounds, and sometimes their own evidence, depending on the specific tender conditions.
