Open procedure

A procedure type where any eligible supplier can submit a bid directly.

In an open procedure, any company that meets the published participation conditions can submit a bid directly. There is no pre-qualification stage: eligibility and the bid itself are assessed in the same step.

For bidders, this means eligibility evidence, technical details, and the commercial offer usually all have to be prepared in parallel, against a single deadline. A bidder who fails an eligibility criterion is only excluded after submission, not before.

Whether a contract goes to open procedure depends on its estimated value relative to the thresholds.
