The submission deadline is the latest time by which a bid must reach the contracting authority. It is published on SIMAP and in the tender documents, and it is binding.
A bid submitted after this deadline is generally no longer considered, regardless of the reason for the delay. For electronic submission, what counts is the moment the full upload completes on the platform, not when the process starts.
Experienced teams set an internal deadline several days before the official one. This leaves time for technical issues, a missing signature, or a qualified electronic signature that still needs to be obtained.
